intermittent climate control fan 90 200TQ

I have a '90 200 TQ Wagon with an intermittent heater blower fan ... it 
seems to not blow - especially when it gets cold :-)
Sometimes it comes on for a few minutes, then shuts down again. The rest 
of the climate control seems to be doing what it's suppose to as far as 
regulating the temperature ... I hear vents opening and closing, but no 
fan. Also when I put in on Auto / Lo the radiator fan doesn't com on 
anymore. Since it's winter, I don't know if the radiator fan not coming 
on is normal.

Is this a climate control computator issue, or some sort of fan 
rheostat/variable resistor issue? I noticed that the computator is 
different on the '90 then it used to be on the late '80s models. When it 
is working, the fan seems to work at all fan speeds - lo - hi

Any input on this issue would be greatly appreciated.
