Oil temps in the North East USA?

I looked at a 91 200q20v last summer that had a "little" rust spot under
the driver tail light (fender, not trunklid).  When I checked it, I could
push my thumb right through the sheetmetal.  This car has spent its life in
 Michigan, where the term rustbelt was coined.
