Rust Through and Steering Wheel question

I've never done it before on a Type 44. I thought that it seemed a little weird to have to remove the steering wheel just to get the cluster out (it certainly *looks* like you can do it without taking off the wheel) but I also want to have a closer look at the multifunction switch.
Thanks everyone for the advice. I'll use a little loctite, the torque specs. in the Bently, and post the pics when I get it all back together. The problem with the MFS is that occasionally the headlights are delayed when I first flip the switch. If I nudge the stalk or cycle it again, bingo, so I want to take a closer look.

I have had the instrument cluster out of my present urS6 and a couple of earlier 200's. It was(is) not necessary to remove the wheel at all in order to pull the IC. The job is very easy in the S6 with its adjustable wheel and was a bit of a Chinese puzzle with the 200 but not difficult even then.
