Timing Belt change on '94 90 Quattro

I am doing a 2 head R&R on a '94 Mod 90 Quattro ( AAH motor ) for a friend. It
has 218,000 km on the clock ( 136,000 mi ). I am doing the timing belt while
I'm there. I don't know when it was last done, but the belt looks pretty good.
no teeth missing, no obvious cracking.

Should I replace the water pump? If the water pump seizes, will it stop the
belt, and if the belt snaps, will the valves interfere with the pistons??
