You need VAG-COM, or to take it to a mechanic or dealer who has that,  
ProDiag, or any of the various "official" VAG155_-like tools.  There  
is no other way to re-code an ECU, if that is what is really needed  
(I guess give Cobram's suggestion a shot, can't hurt).  I'm not sure  
about something as early as a '97, but on some Audi/VW engines, you  
need the tool to run the throttle-by-wire adaptation (is your car  
really TBW?  I didn't realize they were using it that early on).

Why you need to 'recode' this after a dead battery, I have no idea...

Oh, by the way...NEVER use starting fluid on an electronic-injection  
vehicle (ie, anything made in the last 20 years).  Starting fluid is  
for lawnmowers, not cars.
