A8 ECM coding

I've got VAC-COM. 
I've got the manuals. 
Manual has a procedure for 'recoding' the ECM but it seems to consist of
idling 5-10 minutes or holding 2000rpm while reading the following measuring
blocks as they go through their test procedures. Does accessing the
measuring block initiate the test procedure?

	026 - O2 sensor readiness
	003 - O2 sensor control
	028 - O2 sensor heating
	029,030 - O2 Sensor aging
	031,032 - 3-way cat diagnosis
	033 - EVAP cannister purge
	034 - Fuel tank leak detect
	036 - OBD functions

But since the engine won't start, I can't get to the idling state.
