Yeah-- you may be right.  I'm not sure my ISV is working properly, but I did 
swap in a spare which didn't seem to have any effect on the idling problem 
whatsoever.  I could easily have two bad ISVs though, as I pulled the spare 
from a junker.  Both do operate when voltage is applied, and both have been 
pretty thoroughly de-gunkified.  I haven't checked to make sure the ISV wiring 
is good though, and they may be sticking, I don't know.  New ones are about 
$140.00 however, and I'm not yet ready to throw that kind of cash at the 
problem.

In any case-- after I got the throttle switch resoldered, the behavior of the 
car is MUCH improved.  It starts right away and idles fine; however, about a 
minute or so later, the idle drops to about 500rpm and it struggles, so it 
would seem that I haven't completely solved the problem.  After blipping the 
throttle a few times the idle settles again to about 900rpm.  From there on 
out, there's nary a problem.  In the stop and go traffic on the way to work, it 
never dropped below 900, and would slowly climb to a stable 1100rpm after a few 
moments off the accelerator.

So far so good.  I may do a bit more troubleshooting this weekend.
