Your contact with AAA should indicate the addresses where the
car was picked up and delivered.  Use Mapquest or other mapping
service to confirm the mileage, then let AAA know if they don't
refund your money (heck, ask for the full $200 rather than the
$40 overage), you'll be in touch with your attorney and the
state's Attorney General regarding fraud.  Put it all in
writing, including the Mapquest results.

It might work.
