4 hours of repair and $500 later ...Clarification !

If you go to Scott Mockry's wonderful Audi turbo information:

waste gates.  No way is that a $2000 replacement.  Scott sells new
diaphragms for the waste gate.  I don't understand the connection between
the heater valve breaking and the waste gate failing.   This image from
