You can try holding the tapered "bolt" shaft tightly in place with a 
clamp or something - depending on whether re-use is planned or not you 
can get pretty aggressive with it.

Also, clean the threads up with a wire brush so the nut doesn't have to 
cut its way through rust to come off.
