My favorite local VW mechanic who's been in the business certainly for more years than I am old once had a the appropriate tool, or so it appeared. I asked him where he got it.........he replied he made it years ago by going to Basin Co-op (farm supply) and buying nippers, a bit of grinding work to clear the clip when cinched, and done.
So it looks to be whatever floats your boat..............
Dan, perhaps your ME title has something to do with wanting the right tool and this crazy talk about "specs." What are specs? Is that what people wear to improve their vision? ;) Just joking w ya!

I thought there would be more discussion on the topic.
While nippers would probably do the job just fine, I'm in favor of using
the correct tool for the job. In most cases, there's often a spec given
for the tightness of a CV band clamp.
The correct tools are typically inexpensive, and most can be had at your
local parts store (I'm in Moscow, Idaho...20k people...and my three
parts stores each keep one of most types).
You can see some images of the various band pliers at this link:

(no association with this business...I just found the images with a
quick google search)
