I have a friend that's a gas distributor, and he owns 3 stations.  Competition means he usually is losing 3-8 cents per gallon.  They hope to make up the difference in beer, cigarette, condom, and twinky sales.  He must respond quickly to a price increase...even if it's for gas he's already paid for.  It's the only way he can make money on it.  Same logic as to why he doesn't respond quickly to decreases.
