Relayed headlight problem

Seen this before. That time it was a fault where when the highs were off
both sides of the element were at ground potential but the correct ground
connection wasn't too good. That meant that when the lows were on, the
correct ground was at a slightly higher potential than what would normally
be the supply side of the high beam filament.
Can also happen if a dual filament bulb (like a H4) is faulty.
