Relayed headlight problem

My first two thoughts are, one, that your connections to the hi/lo 
(outer) bulb got mixed up, and two, that ground isn't good enough and is 
being lifted above zero.

Easy enough to check the first one against a schematic or spare lens. 
(try unplugging the high -inner- bulbs to see what changes)

The second might show up if you get in there carefully with a voltmeter.
