Brendan,

I recall that being the way Audi designed the vent system to work in a 4KQ. 
The defrost, floor, and outboard dash vents are the only ones that are 
temperature controlled.  Those big vents in the middle -the ones that would 
really be useful in keeping you warm- are for fresh air only.

Someone please correct me if I'm wrong, but that's the way I recall my own 
4KQ working.
