Sounds plausible to me.  I spent a chilly night in a fancy hotel in Erlangen
one night, when in response to my complaint that it was not possible to
completely close the window to the -10C temperatures outside ... the desk
clerk informed me that "fresh air is good for you."

According to my Austrian friend, a LOT of mid-eighties German cars had that
"feature" (my '84 4KQ too). Apparently it was thought that the cool fresh
air at face level would help keep the driver awake, even when heating the
rest of the car. I simply closed my center vents, draft problem solved.  Of
course, my Austrian friend thinks that the "feature" is totally logical.
