CIS cold start/idling problem

I have a problem with an old Audi with CIS system. It will run and idle just 
fine when warm, but when cold, it is kinda hard to start and won't stay 
idling if I don't keep my foot on the gas. Driving it when cold seems ok. It 
seems like it's not getting a richer mixture when cold. Cap, rotor, wires 
and plugs are brand new, all filters too, and I've checked all the small 
hoses etc. for air leaks. If i richen the mixture a bit on the fuel metering 
head, it'll run fine, but then the CO value is far too high when warm. (I 
have access to an exhaust gas analyzer) I suspect the control pressure 
regulator (warm-up-regulator) is bad, any comments on this before I go to 
the junkyard and get one?
