CIS cold start/idling problem

Problems like yours with CIS with warm up regulator systems are very 
commonly due to that device.  In the absence of fuels pressure test 
gauges, a cheap used part would be a good next choice.  Clean the 
screens before installing.

It doesn't even have to be one from an Audi, I ran a Volvo one for years 
with vacuum ports that pointed the wrong way.  Same functionality.
