89 200 tq idle issues

89 200 tq with freshly changed motor.  Issues with idle speed.  Idle speed
is staying high and wont let me adjust it downwards and stay down there.
Its hovering around 1200 rpm.  Also another interesting thing is that after
applying throttle, the rpms are VERY slow dropping from about 2k downwards.
It takes upwards of 10 seconds to go from 2400 back down to 1000-1200.  

I have done the following things which corrected some previous bouncing
issues I had.  Changed the throttle body to the one that was in the car on
the original engine because I couldn't adjust the idle speed screw and the
old one was alot cleaner.  Changed the ISV several times and cleaned each
one that I used.  No change in idle speed issue.  I have looked over my
vacuum hose layout and I THINK its ok, but this car is also plumbed with a
bypass valve so I need to look at SMJ's stuff and make sure that I hooked it
back up correctly.  Thats something I'm going to do later today.

Also, this may not be related at all, but I am having AC issues as well.
Troubleshooting channel one gives me codes 7 and 15 which are heater flap
positioning and hi-press switch.  I know the system doesnt have a full load
of freon so 15 is not a issue at the moment, but 7 means no heat, which with
fall approaching could be bad :).  I wonder if I connected up vacuum lines
incorrectly and thats causing 1, the idle problem and 2 the flap positioning
issue.  

Anyone got any suggestions?
