Well, sometimes.  Most of the hydrolocking I've come across on Audi's has
been gasoline hydrolocking, there are various scenarios which will fill
the cylinder(s) with raw fuel when the engine is off, on startup gasoline
compresses about as well as water.  On the non-CIS Audi's, especially the
V8Q, a defective Fuel Pressure Regulator is usually the culprit for
engine hydrolock, usually no internal damage, just an "Alfred E Neuman"
flywheel. (missing teeth)   
The weakest link will usually be the one to give first, can't say I've
ever seen it blow out a cylinder and cause a hole in the block.
