Hello all...as a lawyer (from Phila. and in MA for a long time) and as a 200 
20v TQA pilot between those two venues for an equally long time, I can 
corroborate Taka's assessment of Phila traffic court as being accurate. 
Curiously, it is much harder to beat a parking ticket than a speeding ticket 
in the City of Brotherly Love, though.  However, during the past 21 years of 
transit between my "new" home and my roots, I have been pulled over for 
speeding countless times in good old NY...I think the Taconic Parkway and 
the upper Thruway contribute much to the state budget year after year.  If 
it is convenient for an out-of-state accused to contest the ticket, however, 
the NY night court system has a wonderful barter system.  Usually, you can 
trade off a speeding (moving) violation for a much more benign violation 
(stop sign, etc.).  However, the fine is still going to be the same, but the 
impact on your license will be much less severe (if your state has 
reciprocity with NY).  Anyway, NAC, but hope it helps.  Regards, Tom Donohue
