Harsh deceleration in my 90q20v

Just getting this car sorted out and trying to make it
my everyday driver. Early build 1990 with the plunger
type ISV. When I take my foot out of the gas, it will
slow suddenly like it had a bad dash pot on the
carburetor in the old days. I suspect it could be the
ISV or maybe something concerning the ISV, but not
necessarily the ISV itself. Might it be the idle
switch? Just wondering if someone has had this
specific problem with the 20valve engine?

It will throw a 4431 occasionally (ISV code), but
output test will activate the ISV normally.

I'm also still looking for a Bentley.
