I'd be nervous about plugging the wrong relay in there... you are still 
running this engine with the stock CIS-E, right?

It's an inaccurate reading.  At 8 volts, there's no way the engine will 
crank.  Meaning, most likely, that the ground path for the gauge is bad. 
  meaning also, quite possibly, the ground for other devices is bad, 
too.  Like your computer, perhaps.

Get into that glove box/console area and check out all the grounds you 
can.  Make sure the ECU is getting power when it should.  Get that volt 
gauge working right again.

Remember, with that "open" idle switch you mentioned, the ECU is going 
to be confused when trying to run the engine at closed throttle.
