No, it's not.  The sheath is *supposed* to move as part of the release 
process.  The two spring loops get squeezed together by the combined 
action of the sheath and wire end moving towards each other as the 
exposed part of the wire is shortened by pulling the handle.

If you could really stop the sheath from moving, the driver's side catch 
would not get released.
