Importing an Audi from Canada - Audi USA not helping

The letter is a simple decoding of the VIN to see if it has a mph 
speedo, airbags and proper labels.  They do not assume any risk, all 
they are saying is that it meets the US requirements at the time of 
manufacture.

It is actually part of the process listed on the Canadian and US 
websites and they specifically list the contact information for each car 
company.
