That could work

 

Easiest way would be to put a ½" adapter on that goes to specified torque and stops moving, or clicks or something.

 

 

They also make torque extentions that have a range built into them, and give a little bit.

I agree, I never use an impact gun for tightening fasteners, but then again, that's the existing mechanism.  What if you drove the impact mechanism differently?  For example, pulling the trigger on the gun lets air in that actually drives a geartrain that energises an electrical circuit that *then* applies a metered amount of force through a really durable solenoid?  It seems to me that you could get that solenoid to tap as lightly or as hard as you need.  Just skylarking, here....

Besides, you should only use your gun to roughly get around your torque 
fgure, then use your torque wrench for the rest.  Never ever guesstimate
on the impact gun, it's way way way way too error prone.
