no start v6

My '94 100 S Avant, with V6, automatic and FWD, has decided
to not start. I turn the key and nothing.  The dash lights
light, the sunroof works, but the starter doesn't turn, nor
does the solenoid click.  Charging the battery and using
jumper cables doesn't help, either.

I replaced the ignition switch last year, but I wouldn't
rule it out.  Any other suggestions?
