The frozen tie rod is only a problem if you need to loosen 
it to align the front end (or to replace it).

Kit, whole front end, or just one tie rod is a judgement 
call.  Unlike tires, tie rods don't have to be replaced 
in pairs.  But if one is bad, the other can't be too far
behind. Replace both now and pay for just one front end
alignment; or replace one now and the other later and
pay for two front end alignments.  Your call.

I'm not sure what "upgrade" kit you are talking about,
but I would think that would depend on your intended 
usage -- track days, autocross, or just a commuter car?
