Yes, that is correct.  What we typically try to build (and what VAG 
probably sells) is a male to female "insert" with the "break" in it to 
hook up to the meter.

The pain in that is there is only one place to get the "chassis" half on 
each junkyard car, and that is the harness side of the OXS connector 
(all the other two pin AMP connectors mount this half on the device in 
question, like the CSV, etc.)
