Well, gee, I guess the government would have to, unless the potential 
importers and potential refiners/suppliers can somehow come up with a 
plan to do it at the same time - say, by setting a target date for a 
given volume of vehicles and relatively matched supply.

Oblique public sector rules could make it happen, too, I guess, for 
instance, clean air rules might provide the impetus for the private 
sector to get there.

It's not quite chicken and egg, because in this case both *can* happen 
at the same time - there just has to be a reason to do so.
