Cruise Control Problems

When I rebuilt the cruise system on my coupe I cherry picked among about 
7 pumps by timing how fast they could pull a servo all the way in.  This 
ranged from a few seconds through half a minute, to one that could not 
generate enough vacuum to go more than half way.
