Is the I-5 oil pan painted on the inside?

My 90 100q is leaking oil.
The leaking seems to be coming from the side of the oil pan itself. The
outside of the oil pan is rusted to hell, and I think the metal is
perforated under the rust.
I have a junkyard oil pan on hand, and I want to paint it. I've cleaned and
stripped the replacement oil pan in preparation for painting. I noticed that
the inside of the oil pan looks like it was originally painted. The internal
sides are mostly bare metal, but the bottom and some of the sides show
paint.
I want to paint the outside using POR-15. Should the inside of the pan be
painted also?
Does water condensation and acidic combustion by-products cause rusting on
the inside surface? And thats why the inside is painted?
Any recommendations on prepping and type of paint to use?
