side window mounting confusion

It sounds to me like two things - or three.
1. the oblong hole is for adjustment.
2. the thicker bracket is to make it stronger (perhaps due to the oblong
hole?) Discard extra washers or use thinner ones.
3. The serrated area is your "lock washer" to hold the stud in place in
the oblong hole.
I would simply install it and get it adjusted just right.
