1. You can eliminate the ISV circuit from the system by pinching off one of
the hoses at the ISV. If idle dont change, it aint the ISV.
2. Sticking throttle body valve plates- BTDT
Its intermittant depending on temperature, the gunk congeals more at colder
temps and the valve wont close completely at idle. The throttle plate spring
is not strong enough to overcome the gunk friction and close the throttle
plate.
Easy way to test it - when the car is doing its high idle nonsense, open the
hood and close the throttle plate by hand.
Best to remove the throttle body assembly and give it a good cleaning on the
bench. Get a new gasket before putting it back on. Any carb cleaner or
throttle body cleaner will do the cleaning job.
2. Sticking air metering plate.
Could explain the high idle and the hesitation.
a. Sticking and wont drop down to idle position.
b. Sticking when you give gas . .more air rushes by the plate, but no
increase in fuel flow >> bogging, until suddenly the plate unsticks and
swings free and all is normal again.
To test it you need to first relieve fuel pressure, otherwise you will get
resistance from the metering valve and you will think the plate is binding.
Open the Fuel fitting on the Cold Start Injector or crack open any fuel
injector fitting at the top of fuel distributor to relieve system pressure.
Catch fuel with rag.
Lift up metering plate with magnet or forceps . . .there should be no
resistance, binding or stiffness in its full travel.
The metering plate could be binding on the edges - mechanical adjustment
needed. Or the area is dirty and sticky . .like the throttle body.
