Yes, it could. I had a bad ground on the ISV temp sensor and it caused the idle to be a bit high. On my 5000 turbo, the ISV system gets temp input from the red 2-pin sensor that's on top of the coolant outlet on the head. This might be different on MC motors, but it might be worth double checking all those sensors and their wiring. A wiring diagram would make things a lot easier...

Since the controller relies on a sensor to "know" the coolant temperature,
a faulty sensor also could cause the problem, couldn't it?
