Yes, that's basically what it is.

On the cgt there is a large "hole" that teh rubber thing fits into, and 
the accel cable end hook sinto it.

On the 4kq, they use two rubber things and a link plate thing.  Been a 
long time since I held one in my hand, I think we changed all the ones 
in this state between '98 and '01.
