I think Audi programmed it that way -- if you want it cool, open a window.
Seriously, I think it also has to do with efficiency of the system trying do the
heat exchange thing when it is cold outside.  I don't know what temp the AC is
allowed to kick on; my foggy memory says 40dF (5dC).
