All systems from any manufacturer work this way, give or take.  Yours is
normal.  Even though the symbol comes on with defrost, if it's 20 degrees F
outside, the A/C will never actually come on.  The symbol doesn't indicate
compressor on or off, it indicates that if the computer deems it safe AND
necessary, the compressor will kick on.  If it's neither safe (too cold, too
little system pressure, too much system pressure) nor necessary (temp cold
enough, moisture level low enough).  Again, the symbol has no correlation to
the actual compressor binary state.

The snowflake is the same as "auto" on older A/C control heads.  The
snowflake off is the same as "econ."
