Simple and obvious? I think you need your foot on the brake to move it
out of park.
There is a shift-interlock at the ignition to prevent the key from
turning/starting if the shifter is not in park. When I got my 100S
Avant, I'd have to jiggle the shifter left-to-right-to-left while in
Park to get the key to turn. This is a different problem, but may be
related.
