Not a scam necessarily, but certainly nothing new in the world of 
automotive tuning. Its just your garden variety water injection kit, 
and not a very good one at that. Because it relies on boost pressure to 
force the water out of the nozzle it doesn't have very good atomization 
of the water spray which is vitally important to ensure even 
distribution of the water to all cylinders. The methanol is there 
primarily because it's the cheapest burnable antifreeze. The water does 
the real work of lowering in cylinder temperatures thus allowing for 
higher boost levels before detonation sets in. You get essentially the 
same effect as running race gas while only paying for water.
