Rear ended & stupid mistake

Interesting in light of my community's "cold reporting status" which
is declared with just about any hint of snow. During these periods,
they can't be bothered with minor accidents unless there are injuries
or drugs/alcohol are thought to be involved. I guess that's the only
way to get the to come out... claim that you feel the other driver is
drunk. I wonder if that would classify as a false report.
