Hubcentric hub means there is a "step" / or "lip" you can "hang" the rim on.  
The lip takes all the (Sheering) forces off the bolts.
The bolts just hold the rim to the hub.

A NON- hubcentric wheel & hub combo means the bolts hold the rim to the hub, 
but take the entire (Sheer) forces from pot holes, curbs and bumps in the 
road. This is because there is no lip to have the rim sit on as both surfaces are 
parallel and smooth to each other.

On track, I watched an eventmasters car sheer its bolts off causing the wheel 
to fly off the car.  An abrupt transition and fatigue were the likely factors 
in this event.
Talk was about non-hubcentric wheels.
