86 Coupe - funny noise & ISV

Told you there would be more.  Today, a new funny sound.  It is an
electrical device located under the car towards the rear.  It seems like it
is near the passenger rear tire.  Didn't have a chance to really crawl under
there this morning, but from what I can see, there is some kind of Bosch
cannister (bout the size of a Coke can) in the vicinity of this steady
whining noise.  It does not change pitch with the RPMs.  It's just a steady
whirring sound.  I drove for 45 minutes to work and it never changed.
Anyone have an idea what this is?  I haven't had a chance to check the
manuals.
 
On another note, I am trying to get this thing to start and stay running
without sitting on the accelerator for 5 minutes.  I tried to clean the ISV,
but not sure I did it right.  I read all I could last night from the
archives.  So when it talks of cleaning with brake cleaner, are we talking
about submerging this thing for an hour or can I just spray a bunch into it?
The spraying I did last night had no impact on the idle.  It runs like crap
when I start.  But once I start driving, it's fine.  Any suggestions would
be great.
