86 Coupe - funny noise & ISV

Fuel pump.  Mine has buzzed loudly since the entire 15 years I've owned the car.

Cold start probably not ISV.  The cleaning you did sounds sufficient
for that.  Look for too much air... vacuum leaks.  Don't forget
injector inserts, they can become loose over time and let in unmetered
air.  BTDT on my urq.
