Hear, hear! Of course the insurance companies are likely to be funding the
thing ... that or the "consultants" which are brought in to implement the
program ... tacking on their fee to the basic penalties.
What was it Thomas Jefferson wrote in the Declaration of Independence?
"Governments are instituted among Men, deriving their just powers from the
consent of the governed, -- That whenever any Form of Government becomes
destructive of these ends, it is the Right of the People to alter or to
abolish it, and to institute new Government, laying its foundation on such
principles and organizing its powers in such form, as to them shall seem
most likely to effect their Safety and Happiness."

Hmmm, I'd rather they not be armed, drunk, drugged, asleep, or
otherwise distracted... excessive speed is another issue. Anyone
doing 10 over is pretty much a moving chicane on the DC beltway...
I like the fact that the legislator that helped pass the law is a
traffic lawyer. No conflict of interest there.
