Sounds like the relay is kaput, re: the intermittent function.

The park function is mechanical, in a sense (I learned this from my dumb 
78 Chevy truck manual!).  While the wipers are "in transit", they are 
powered  by a track on the motor mechanism, which is not continuous at 
the park point.  So when you turn them off (or if running 
"intermittent", one swipe), they are powered by that track until they 
return "home".  Try digging in and cleanign that track.  If you can find 
it.  It may also "self heal" with use - as did my truck wipers.

Sounds more like a dirty switch to me.

Good plan.  Run it a lot, turn things on and off, cycle things, some 
will, as I said, self-heal, clean themselves up with use.
