It's a 17 mm (I think) allen socket.  A bit weird, but available.

Whatever you do, the big rule is to open the fill plug first, if the 
drain plug opens but the fill plug doesn't, you're screwed

> Can heat be applied to get the drain plug out?

You shouldn't need it ... get the right socket, and a nice 18" or so 
breaker bar, go at it.  I am assuming you are doing this on the car?
