Yes, it is a 17mm Allen socket or hex key. I got mine at Sears. It is big 
enough to get a short piece of pipe around for leverage or a crescent 
wrench. It's about     6 3/4" long and 2 1/2" beyond the bend. I usually 
stick the long end in and torque it with the crescent wrench.
