No fog lights

My electrical skills are limited, but have you tried the fuse?

I'd try simple things first. Do the fogs need the headlights on? Do they
need high beams off?  I know the type 44s had issues with cracked wires
in the harness to the trunk that would cause all sort of weird problems.
Maybe a '95 A6 is old enough to carry on the tradition.

If you have a wiring diagram and a multimeter, I'd try tracing
things back from the fusebox.
