Always one quart low

You many have a leaking oil pan. Small pinhole leaks caused by 
external rusting.
Usually, these pin holes are located high up on the oil pan sides were 
rust starts and normal car driving does not blow off the rust scaling. 
The rust scale retains moisture and rusting increases until you get 
pinhole leaks.
If the pinhole is at the 4 quart level, then any oil above the 4 quart 
level leaks out.
These leaks can be fixed on the car by a good degreasing, manual rust 
removal, zinc phosphate application, and application of fiberglass 
woven cloth and POR-15 paint. I fixed oil pan leaks on my 88 5kq and 
my 90 100q this way.

Fill up with oil, and run the engine till fully warmed up in the 
garage, not out on the road. See if any oil leaked. Let it cool down 
and try same procedure again. Also check oil before and after each 
engine run. Wait 5 minutes before checking oil after running engine - 
it needs time to drain into oil pan.

Put car up on ramps and go underneath with a good light source and 
carefully look around for wet spots/ obvious leaks.
